You'll only need a few supplies:
1. glitter paper, I used silver, and optional stars either cut or punched
2. little paper bags in the color of your choice
3. twine or jute or yarn, again in the color of your choice
4. a hole punch, and an optional corner punch or rounder
I fold the tops of my bags over a couple of times, at about an inch, so I cut the bag toppers a 2 inches by a little over the width of the bag itself, 4 1/2 inches.
Fold the topper in half lengthwise.
Optional--corner punch each corner of the bag topper. It's a nice little detail that doesn't take too long. Fit this over the folded top of the bag, and hole punch two holes about an inch away from the center. Tie the jute through the two holes, and add a couple of falling stars to each of the ends with gluestick. I like to sandwich the stars, so there's sparkle on each side.
